ceedings.

“Accordingly, a general rule of our law of evidence is that neither a Judge, nor an

umpire in arbitration proceedings, has any right to call a witness in a civil action

without the consent of parties (see: re-Enoch & Bock & Co’s Arbitration (1910) 1
